Determine a need for the project

• Based on when and where power is needed to support customer demand and area growth

Define the study area 

• Based on end points of the transmission line
• Large enough to allow flexibility in the route
• Small enough to be cost effective

Gather data, identify constraints, and propose preliminary alternative route segments

• Obtain aerial photos of the study area and property boundary information
• Gather information regarding natural, cultural and human resources
• Evaluate environmental/land use constraints and opportunities
• Send letters to federal, state and local agencies requesting information/comments about the study area
• Evaluate easement/right-of-way requirements
• Evaluate alternative transmission structures

Invite public involvement 

• Advertise open house and notify landowners and interested parties
• Hold open house to explain the project and solicit input on preliminary alternative route segments
• Respond to public inquiries
• Evaluate public and agency input 

Evaluate and refine preliminary alternative segments and combine them into primary alternative routes

Evaluate primary alternative routes using environmental/land use criteria, including consideration of factors in the following categories:

• Land use (e.g., homes and recreational areas)
• Aesthetics (e.g., visibility from roads)
• Ecology (e.g., wetlands and streams)
• Cultural resources (e.g., historic sites)

Complete an environmental assessment report and select the preferred route based on factors in categories such as:

• Public and agency input
• Environment
• Land use
• Cost
• Engineering
• Feasibility

Recommend the preferred route to the Citizens Advisory Committee for comment.

Recommend the preferred route to CPS Energy Board of Trustees for approval.
