We encourage the use of a face-covering at any CPS Energy facility. Our customer service center hours are 7:45 AM to 5:00 PM Monday-Friday. Starting on Wednesday 11/17, Customer service hours will be temporarily extended to 6:45 PM on Wednesdays only. In partnership with the City of San Antonio, residential CPS Energy customers may qualify for assistance through the American Rescue Plan Act (ARPA). If you meet the eligibility requirements, apply online through the application form below.

Eligibility Requirements

The applicant:

  • Must be either the account holder or authorized user on a residential account
  • Must be requesting assistance for a service address in the City of San Antonio
  • Must have an outstanding balance incurred from March 1, 2020 through September 30, 2021
    • Outstanding balances prior to March 1, 2020 and/or after September 30, 2021 are not eligible
  • Must be able to demonstrate experience of negative financial impact by COVID-19 crisis by both self-certification of application questions and providing supporting documents
  • Must provide supporting income documentation for every household member 18 years of age or older.
  • Income will determine the assistance amount applicants are eligible for and applicants will either fall “Below 125% Federal Poverty Level (FPL)” guidelines OR “At or Above the 125% Federal Poverty Level (FPL)” guidelines.

Documentation Requirements

To be considered for eligibility, all documents must be submitted within 30 days of application submittal. All documents must be loaded in pdf, jpg, or MS Office file format. Do not upload any other file formats, including encrypted or zip files. If your receive an error message due to a required field missing, any uploaded documents will need to be reloaded.

  • A form of identification (state Driver’s License or ID, passport, etc.)
  • 2020 Federal Tax Return
  • Paycheck copy or paystub containing amount received,
  • Unemployment statement containing amount received,
  • Copy of Social Security Income (SSI) or Social Security Disability Income (SSD) statement or related document containing amount received,
  • TANF benefits statement or related document containing amount received,
  • VA Service or non-service-connected pension or disability containing amount received,
  • Pension statement or related document containing amount received,
  • Self-employment income-related documentation containing amount received (examples of common businesses include hairdressing, lawncare, day labor, barber, taxicab driver, etc.)
  • For any adult 18 years or older in the household that is not employed and has not received income of any kind for the previous 3 months, a letter from the individual attesting to no income must be provided.
  • Medical financial statements, invoices, or an insurance explanation of benefits document for medical needs that occurred March 1, 2020 through September 30, 2021 may be provided as proof Outstanding Medical Expenses.
  • CPS Energy may adjust gross household income downward if applicant provides proof of Outstanding Medical Expenses during the period March 1, 2020 to September 30, 2021, such as prescription medications, dietary supplements, and doctor visits. The documents provided for this can be in the form of financial statements, invoices, or an insurance explanation of benefits document. The resulting adjusted gross income may be used to determine eligibility based on the Federal Poverty Level guidelines listed above.
