GREAT COMMUNITY ENGAGEMENT:
Thanks to our San Antonio friends and neighbors who were able to come to our June 13, 2018, Public Input Session! It was held in order to gather comments, insights and suggestions about our new strategic initiative, called the Flexible Path.
In summary, the Flexible Path is a full reboot of how we will prudently plan for, develop and/or install new energy sources going forward. Comprehensively, it will better position us to add improved technology, while we thoughtfully and sensibly balance consistently greater reliability, operational efficiency, and affordability.
Some additional highlights of the Flexible Path include the following:
- We will continue to be San Antonio’s Energy Experts, keeping safety & security top priorities.
- We will continue keeping our systems highly reliable for the benefit of our community & state.
- We will favorably and prudently incorporate levels of renewable / non-emitting energy sources.
- We will make improvements to our plan every year to help ensure success.
OUR BOARD’S LEADERSHIP:
The evening’s program for the Public Input Session was officiated by our Board Chair, John Steen. Accompanying him were Trustees Dr. Homer Guevara, Ed Kelley, and Dr. Willis Mackey.

Additionally, our site is being updated with all of the questions captured at the Public Input Session. In the interim, some of the questions, and our answers, are provided below

PUBLIC INPUT COMMUNITY QUESTIONS:
When will JT Deely 1 & 2 close?
- Deely 1 & 2 will be deactivated on December 31, 2018.
- Our Flexible Path will see a significant reduction in coal and gas use and an increase in our renewables. From 2010 – 2018, coal decreased 44% and will decrease another 61% under the Flexible Path. Renewables increased 69% from 2010 to 2018 and we expect a 127% increase in renewables by 2040 under the Flexible Path.
What programs does CPS Energy have in place to help customers who need assistance with their bills?
- We are always ready to help our customers and we have numerous plans to help the elderly and low-income customers. Visit our website to learn more about our Customer Assistance Programs or call customer service at (210) 353-2222.
- Our Community Engagement team reaches all throughout our metropolitan area. They often use our mobile Customer Response Unit (CRU) to increase awareness and enrollment in assistance and energy savings programs that have been designed to help customers.
- We also offer a variety of residential and commercial rebate programs help customers reduce their energy needs and, in turn, save money.
How will you incorporate the final Climate Action and Adaption Plan (CAAP) into the Flexible Path?
- The discussions we’re having now with our community and partner groups are just the beginning of the ongoing dialogue about the Flexible Path. We’ve been active partners in the City’s CAAP, which is still being discussed and developed. The final draft of the CAAP is set to be presented at the end of December 2018.
- The path to our goals will be reflective of what the City of San Antonio – our owners – and our customers decide once the CAAP is finalized. We are committed to delivering on those aspirational goals.
What is CPS Energy doing to improve our community’s air quality?
- We are committed to ensuring a clean future for our community. Under the Flexible Path we are committed to prudent increases in renewables and decreased in coal and gas. Our focus on the environment and improving air quality for our community is a top priority. Since 1997, nitrogen oxide (NOX) emissions have been cut by more than 75% and with the closure of JT Deely in December 2018, NOX emissions will see an additional 30% decrease from 2014.

How does CPS Energy partner with SAWS?
- Our partnership with SAWS was recently highlighted in a case study by the Environmental Defense Fund and was showcased as a model of how municipally owned utilities should work together. CPS Energy and SAWS have a longstanding partnership and work together on joint rebate programs and conservation opportunities. There are also joint efforts on the auditing of our customer facilities and systems to enhance efficiencies. Water plays a large role in our power generation and recycled water goes into our cooling lakes which to date, has saved about 359 billion gallons of water.
- We are committed to executing more partnerships with SAWS to help improve value for our community and mutual customers.
What steps is CPS Energy taking to make your fleet green?
- Our commitment to clean air and the environment extends to our fleet of vehicles. The investment in electric and hybrid technology is a critical component of CPS Energy's commitment to reduce its overall carbon footprint.
- In 2018, we invested in 34 XLP Plug-In Hybrid Electric Ford F150 Pickup Trucks. We are the first utility in Texas to use this vehicle and we’ve purchased the largest quantity of plug-in hybrid F150s of any utility or private company to date.
- We currently have the following environmentally friendly vehicles in our fleet:
- 9 CNG trucks assigned to Gas Delivery
- 13 electric Volts
- 3 electric buckets
- CPS Energy’s fleet has been named to the 100 Best Fleets in the AmericasTM for 2018, ranking No. 24. This is the third consecutive year CPS Energy has earned the honor. This year’s ranking moved CPS Energy up from No. 25 last year and No. 43 in 2016.
While we appreciate the progress that CPS Energy is making, and the improved objectives of the Flexible Path, why can’t we get there faster?
- This is the beauty of being “flexible.” As new advances come to the forefront, balancing reliability & affordability, CPS Energy will pursue these opportunities. Nothing is set in stone. We are committed to achieving the best results for our customers & citizens over the short-, medium-, and long-terms.

Our current goals include:
- Close two older coal plants (Deely) in 2018
- Position to integrate new and emerging technologies like battery storage and electric vehicles
- Continue to expand our solar and wind resources
- Add more programs and services like energy efficiency and demand response
Years ago we started the process to reduce our coal and gas use and increase our renewables. By 2040, we are predicting even larger decreases in older technologies and exponentially larger increases in newer and cleaner technologies.

Our generation mix has changed considerably since 2010. The positive trends will accelerate with our Flexible Path into 2040.
- Renewables increased 69% from 2010 to 2018 and will increase an additional 127% under Flexible Path
- Gas increased 18% from 2010 to 2018 and will decrease 72% under Flexible Path
- Coal decreased 44% from 2010 to 2018 and will decrease another 61% under Flexible Path
