Blu Lacy to Howard Transmission Line Project
CPS Energy and AEP Texas are proposing to construct approximately 150 miles of new transmission infrastructure connecting CPS Energy’s Howard Station in Bexar County to AEP Texas’ future Blu Lacy Station in Nueces County. The 765 kV transmission lines will increase the resiliency and reliability of Texas’ electric grid by adding another electric transmission pathway between generation resources and the accelerating load growth in Texas.

The Electric Reliability Council of Texas (ERCOT) Board of Directors endorsed the 765 kV Strategic Transmission Expansion Plan (STEP) Eastern Backbone Project on December 9, 2025.
