The Damage Prevention Bill for Texas (House Bill 2295) took effect October 1998, and is known as Utilities Code Title 5, Chapter 251. This law requires most facility owners to join a notification (or one call) center and requires excavators to call 48 hours prior to digging. It also requires any notification or one call center operating in Texas to share messages they receive between the notification centers. This provision is to ensure that excavators need only make one call to notify most buried facility owners. The Dig Safely program was introduced nationwide in June 1999. Its purpose is to help protect underground utility lines from damage by excavators, and protect excavators from the effects of damage to underground lines.

In reviewing our reliability performance, we have identified several areas that tend to experience power outages affecting large numbers of customers due to the exposure of our overhead electric lines to weather (wind, rain, lightning), trees and animals. This program is being implemented to replace or convert portions of our overhead electric distribution system with underground lines and equipment to improve electric service reliability in these areas.

A programmable thermostat helps make it easy for you to save by offering pre-programmed settings to regulate the temperature in your business or home.
To receive your one-time $85 bill credit per thermostat, enroll an eligible WiFi thermostat in our Wifi Thermostat Rewards program. During summer peak energy demand days, we may briefly adjust your thermostat settings by a few degrees. We’ll do this only as needed. Peak energy demand days are typically weekdays during the hot summer months. You can opt out of participating in a peak demand event by manually adjusting your thermostat or through your thermostat’s app. Your participation helps prevent outages in our community and across the state. Following the summer season of each year, you’ll also earn a $30 bill credit per business or household account. You'll continue to earn your annual bill credit for as long as you are enrolled in the program, even if you manually opt out of peak demand events.
What if I have more than one thermostat? Great, you’ll earn the $85 one-time rebate for each thermostat you enroll.
What if I already have a thermostat? No problem, simply enroll in WiFi Thermostat Rewards to claim your rebates.
How do I find out about qualifying WiFi thermostats? See the list below.
Am I eligible for promotional offers from the thermostat manufacturers? Yes, check the manufacturers' websites for offers like Nest's free Google Home Mini with a Nest Thermostat
How do I opt out of my enrollment in the program? To permanently remove your thermostat(s) from the program, notify CPS Energy by email at [email protected]. Please allow two to three business days for your request to be completed. You will not earn the $30 annual bill credit after you opt out of the program.

To qualify for the $85 bill credit, you must enroll a CPS Energy approved WiFi thermostat and install in your business or home. Enroll in WiFi Thermostat Rewards and allow CPS Energy to briefly adjust your thermostat settings during peak energy usage times. Each year, following the end of September, a $30 bill credit per household will be applied to your bill.
Through this program, you agree to allow us to make adjustments to your thermostat during peak energy usage times, or what we refer to as "conservation events." This will likely happen several times during the summer months and typically occurs between the hours of 3pm and 7pm, Monday through Friday. During conservation events you can opt out at any time through your thermostat or smartphone app and return to your normal settings. Conservation events don't occur often, but are crucial in managing the energy needs of our community.
Smart Thermostats installed by CPS Energy do not qualify for the $85 bill credit or the $30 annual bill credit.
